THE FAILURE OF THE PILOT-IN-COMMAND TO ASSURE PROPER ALTITUDE AND CLEARANCE WAS MAINTAINED ABOVE THE TERRAIN AND TREES. THE TREES AND LIGHT CONDITION AT DUSK WERE CONTRIBUTING FACTORS.
